I have no idea. My guess is he was NOT waving his hand going “ooh, pick me! pick me!” More like someone thought it would be fitting for the symbolic leader of their group to be the spokeperson, and I don’t think he would turn down the honor. He makes it through the speech marvelously, but afterward, to me at least, he looks like he just survived a firing squad.
